 Under the Governor’s Executive Order, Portal del Futuro was created as the Local Redevelopment Authority (LRA) for planning and implementation of property reuse at the former Naval Station Roosevelt Roads. Portal del Futuro is the public face of the Commonwealth’s Department of Economic Development and Commerce. Their purpose is to generate economic development and integrate strategies for reuse that offset the economic impacts associated the base closure. In developing the reuse strategy the LRA adopted an approach that incorporated opinions and input from residents directly affected in the surrounding communities. As one of the Government’s key projects, Portal del Futuro has great opportunity and support to garner new businesses, jobs, and new beginnings into the Commonwealth.The Portal del Futuro Authority Board is composed of the Secretary of Economic Development and Commerce Secretary, Ceiba and Naguabo representatives and three additional nominations made by the Governor.Through the redevelopment process, Portal del Futuro’s mission is to stimulate its entire social and economic development. Since its creation, the LRA has hosted numerous meetings in the surrounding communities of Ceiba and Naguabo. This began the process of garnering ideas on how to best create the Re-Use plan which was completed and published in December 2004. The LRA and Navy are now working in a coordinated effort to complete public benefit conveyances as well as the Navy effort to publicly sell approximately 2,900 total acres of the Property. The next step in the process is a coordinated effort between future land owners and the Portal del Futuro to implement the redevelopment plan and stimulate social and economic development in the immediate area.With billions of dollars in anticipated investment into the community over the next 30 years, Portal del Futuro and private investors will generate a significant amount of jobs throughout the various construction and operations phases. Also, Portal del Futuro plans to continually engage the community in seminars, tours and town hall meetings to advance education and information on projects related to transportation, health, economic development, environmental protection, ecology, base infrastructure, port operations and commercial development. In conjunction with the future owner/developer(s) of Roosevelt Roads, the Commonwealth of Puerto Rico and its citizens will have the opportunity to express a unified vision that will be admired and enjoyed by many generations to come.
